California’s Creepy Education System

The California Department of Education has begun work on its pilot system the California Science Test (CAST) which supports California’s state testing program dubbed the California Assessment of Student Performance and Progress (CAASPP). The CAST is still under development, currently field tests are underway for years 2017-2018, after which the program is expected to be fully operational in 2019. CAST will measure student achievement, be administered to all students from grades 5-8 and will also be administered to students attending their last science course of high school.

Administrators find themselves worried some students will miss the pilot assessment due to poor school attendance. California law requires kids 6-18 years of age attend school except in cases when minors have completed school or passed the California High School Proficiency Exam (CHSPE). The School Attendance Review Board (SARBs) helps parents of truant or recalcitrant students find ways of coping and correcting attendance & behavioral problems. SARBs is not intended to be disciplinary, however the Review Boards do have the power to force parents and truant students to court.

In forcing delinquent students to change their behavior the California Department of Education (CADE) has come up with chosen practices & activities designed to encourage students to attend school on a regular basis. CADE recommends holding drawings or special prizes for students showing improved attendance, really…are these some of the tricks they learned in graduate school, reward bad behavior and hope for the best. Another genius recommendation is to personalize relationships between children and various adults, how personal are they talking, home meetings alone, dinners for two, this one’s a bit creepy, as the list of recommended adults to personalize a relationship with said minors is pretty long, maybe someone should rethink this one?

Lastly, if a truant youngster & their parent or guardian can’t be convinced to improve the youths attendance then cases are to be referred to SARB, the district attorney and/or a probation officer mediation program, because jailing troubled youths is preferred. In an alleged staff meeting Tom Torlakson State Superintendent of Public Instruction told his staff our creepy adult dating youth program, scratch that – I mean the adult matched with youth personal program will either get us the results we want or we’ll lock those juvenile undesirables up.
